The painter was to have scraped off any noticeable build up of old paint or sandblast the paint down then start with primer and continue on with painting if the painter did not follow the code then the painter should redo it that is the best advice, also try to get a couple of second opinions from reputable paint companies that will state that it is up to code, and that would suffice for your defence Peace & THE CREATOR BLESS!
